The bomber pays no penalty whatsoever since he/she is already dead. The penalty is that the loved ones of those who perished must deal with having those persons taken away from them. And the rest of the affected society must deal with the thought that their flight, or their spouse’s flight, or their parent’s flight, or children’s flight or their friend’s flight or their colleague’s flight might be next.

It would depend on which country had jurisdiction. If it happened over the US it would be a federal crime and would probably result in the death penalty.

well if you don't die in the process. multiple premeditated murders are usually enough to get you life w/o parole or death. and that's not even factoring in the terrorism charges
