His text gives the exponential form for both questions. But want to know the Radical and the Standard form for both questions.

a.) 16 1/2

b.) 4 -3/2 (The minus sign is in front of the whole fraction, not just the three.)

16^(1/2) = sqrt(16) = 4

4^(-3/2) = 4^(2/3) = 16^(1/3)
The cube root of 16 is not a rational number. Write it using the square root sign, but with a little 3 between the diagonal and the box.
