Based on my observation that a heck of a lot of the mooks who frequent the drug house down the street have taken to wearing white knee socks and long baggy shorts, I'm guessing it's become a gang or gangsta symbol of some kind.

My husband wears this. I tell how bad it looks and he just doesn't care.
