Did you use it last year? Maybe someone turned the valve to the outside faucets off in the fall. We turn ours off. You'll have to go into the basement and look for the plumbing that goes to the faucet and turn the valve back on (assuming this is what happened and assuming you have a basement). It is pretty self explanatory once you find the valve.

If you have the frost-free faucets, the seal is probably stuck inside the back of the pipe or the stem has broken. I have had this happen with cheaper faucets. These are hard to repair so I have just replaced mine. Don't forget to turn the water supply off before disconnecting it.

could be broken stem.. my guess is its stuck.. turn the valve on and tap it with a hammer.. tap it dont break it.
