I just learned this today:

All babies' eyes start as blue in the womb, until the amount of melanin increases to reveal their true color. While some babies are born with dark eyes, others' natural eye color won't be determined until later.

All babies start out with blue eyes, but some have changed by the time they are born. Most are born with blue eyes, babies that go after term or those that are a little bigger can have their eyes change color earlier than birth but it is uncommon.

Caucasian babies are usually born with dark blue eyes because the pigment has not set in.
Asian and African-American babies are born with light brown to grey eyes, but cal also have blue, for the same reason.

Usually light skin babies are born with blue, they lighten and change as they get older. Dark babies are born with dark eyes. Both will have permanent by 2 years old, i believe.
