First of all, we're NOT a democracy: we are a Republic with an Executive (The President) and a Bi-Cameral Legislature elected to serve as a Representative-Democracy.
And the US Constitution clearly states that the President has the right to veto bills presented to him by CONGRESS... just and the Congress can then OVER-RIDE that veto with a 2/3's majority vote.
It seems to ME, that the Congress just doesn't have the votes to actually stand on their "principals"

Please remember back how Clinton keep vetoing the partial birth abortion ban.
The idea of the framers was such that no one branch of government would have complete control over the other.

not a matter of right or wrong, he has the power to. and if there were enough votes (which are just not there) his veto could be overridden
