In most men this is not a serious problem, and will not require treatment. However, it does not improve on its own. If there are no symptoms, treatment is not required. In some men, good hygiene and prompt treatment of infections may be all that is needed to prevent problems. In others, if persistent symptoms occur, then surgery needs to be performed. You need to see your doctor if you have problems pulling back or cleaning under the foreskin, if you develop an infection under the foreskin, or if you pull the foreskin back and can't push it back into its normal position. Phimosis usually isn't a serious condition. It's in fact quite normal in children before puberty and usually resolves itself by the end of puberty.
Unresolved phimosis can be cured in many ways. The first line of treatment should be stretching exercises (see link 1). If that doesn't work, special creams work very well (see link 2). Surgical intervention should be a last resort. There are several non-circumcision operations that are worth considering if phimosis is severe enough. These options are usually cheaper, less painful, remove little/no foreskin, and have a quicker recovery time (see link 3).
So, in the vast majority of cases phimosis is not serious at all and very easily treated without surgical interventions. It's usually not a big deal if one knows how to remedy it. See remaining links for more info.

It's not terribly serious, but if you don't have phimosis you'll enjoy your foreskin a whole lot more, in my experience.
It's rather easy to fix. Surgery isn't needed. Doctors just recommend it because they make big money off a surgery. And anyways, circumcision has been found to reduce sensitivity and pleasure, and make masturbation more difficult in various studies. There's a reason why the USA is the only advanced nation still doing this a lot, and even so, the rates are dropping a lot (as low as 14% in some states).

To treat phimosis, slide back the foreskin the most you can when you shower, without forcing it and without pain. Then rub the head. That'll encourage it to separate from the head.
If it's actually tight, you can get a cream that works in over 90% of cases.

Most cases of phimosis respond well to stretching, with ot without hormone cream. How old are you? Many guys can't retract fully until 16-18 years old, but that's not real phimosis; it's just a developmental stage.

Is this where the foreskin of the penis does not retract? If so, yep, that could be serious, because the penile area needs to be kept clean and when it is not infection can set in or a worst case of smegma.
