Sounds like you have spyware/virus on your computer. Run an anti-virus program and spyware blocking software. Do a defrag and a disk cleanup. If that doesn't work you can add some RAM or take it to the shop. You can also do a full system Format and that will fix everything.

1. Delete all you don't need...games, temp. files(internet and other), internet cookies, empty rubbish, run anti virus and adware progz. Then, if it is still slow...
2. Defrag your hard drives. Then, if it is still slower that it was originally...
3. Reformat and re-load Windows. .
If you don't know how to do this, search a newbee guide on how to do it using your Win operating system (assuming you are using Win). BACK-UP FIRST.
If you are unsure on reformatting, get a friend to help..if you can't do this then you need a pro...take it to the shop.
If your system is old and you need to take it to the shop, you may as well upgrade it so it is a quick machine.

A. Add some memory.
B. Go to the msconfig utility and turn off all programs that are booting with windows. Only boot those that are essential, such as your anti virus and your firewall. To locate the misconfig utility, click Start, Run and type "msconfig" without the quotes, into the run box and click "OK".
C. Run a good spyware program or two. I like Spybot and Adaware, but there are others.
D Update and run your anti virus software.

Defrag your hardrive and clean up your temporary files--Ccleaner is a free program and it works great! find Auslogics Defrag on your search page and download it--its free and a lot faster then the one that comes with windows--also if you have a desktop--it is very easy to install more ram yourself. Go to Pricewatch.com the best place Ive found for pc hardware prices.

All those things except defragmenting and spyware and virus removal can be done by using disc cleanup. Be careful. It is better to study the files before deleting them. Then you can defrag or run spybot or any other thing.
DiscCleanup is in Start > Programs>Accesories>System Tools>Disc Cleanup.
It is quite fast.

Look at all the programs running. Uninstall everything that you do not use, or have not used for a while.
This will normally speedup the PC by quite a bit.
Also use Spybot S&D to search for any spyware and a good virus scanner.

hi:
a tutorial is here:
http://tips-reviews-how-to.blogspot.com/2007/04/windows-xp-housekeeping.html
- check the system tray ( near the clock)
too many icons there steal memory. Right click each of them to exit them. repeat ( you have to decide what ones you need and what ones you don't need) they will reappear next time you boot.
- check startup (start\programs\startup) delete those programs by right mouse clicking on it, select delete
- get a 3rd party utility to optimize the system for running programs and so on.

You don't provide any details but your computer is more than likely infected with a virus, spyware, malware, etc.
Go http://housecall.trendmicro.com/ where you can check your computer online to see what might be causing it to slow down.
