According to the manual for my Graco SnugRide car seat you should position the straps in the harness slot that is just even with or just below your shilds shoulders. You need to make sure that she meets ALL the requirements because if the car seat is one of the carrier type many are only for babies under 26 inches and 22 pounds.

the straps shoul be below her shoulders, not above, move when she gets to the level of the next slot.

the straps also should not be above her ears! keep them behind her shoulders as much as possible.

if she fits good still leave the straps alone but if she doesn't then just move them up, but make sure they fit her just right not to loose, i do it all the time you want them to be comfortable

You have to move them as she grows. Move them up, put her in the seat and see if she is secure enough. It really has to be your judgement call.
