How can I dilute 1 microgram cDNA into a concentration of 2 nanograms?

2 nanograms is 1/500 microgram, therefore, you must dilute 500 times. 1 liter of solution would become 500 liters of solution at the new concentration.

Use M1V1=M2V2.

You haven't given concentrations of anything...just masses, so I can't help you any more explicitly.
