Instead of spending all those millions of dollars campaining why do they not put that money to the states to help out the budget problems. wouldn't that help balance the budgets.

The problem lies in an attention span that peaks and plateaus at about age 7 for the general population. Canidates feel (and are probably right) that if they don't remind everyone in America that they're running for president every 2.5 seconds they'll be forgotten.
My solution: if that's really the problem, the fate of our nation shouldn't be in their hands anyway.

Oh and campaign finance reform is long overdue.

The problem is with the idea of entitlements which translates to government spending.

The country needs to do away in general with all social welfare. Now that would help balance the budgets and give me back my hard earned money.

States aren't having budget problems at the moment; most of them are rolling in money at the present time. Maybe next year or the year after, however!

In any event, your question is necessarily rhetorical and, while fun to contemplate its implementation, isn't going to happen in reality.

Yes, it would, and campaign reform is needed desperately.

However, many who run use their OWN money, and it is up to them what they do with it.
