Sure. A pool does not have to be composed of water. A pool is essentially a body of liquid, and it could be comprised of milk, mercury, or liquid hydrogen (not recommending the last two, though) instead of water.
Though to take the other angle, the meaning of the word swim is primarily applied to the act of intentful self-propulsion through liquid (mainly some kind of water) and the particular types of body movements associated with that act.
You can swim in a pool without water, provided there is liquid to swim through.

No, because that's the definition of "pool." Without the water it's just a pit. If there is an indentation on the ground, you don't say, "Look, an empty pool." You say "Look, an indentation." Only when water gets caught in it does it become a puddle, or a "pool of water."

I can't swim in a pool with water..so I guess I could in a pool without any water..if that makes any sense..;)

You have to read Bhagvad gita. Your answer lies in it. In gita which is a religious book of hindu religion wherein it is said that even without feet person can climb mountain if there is gods will. similarly even if there is no watere in pool and if anyone wants to swim in it and if there is god's will then person can swim in it. In india yogis can servive for days without air.
