Ah, I think it can be one of a number of reasons:
jealousy, insecurity, competitive feelings...
Are you referring to a specific person? I have a younger sister who is all over my life when things are not going great, helping, supporting - which one could say is nice, she is there when the chips are down - but she gets very envious when things go back to being fine, and downright edgy/stays away when things are going great.
She all of the three things I mentioned above, and it's the main reason we are not as close as I wish we could be.

Vengeance could be a reason.
Schadenfreude could be another.

Usually though, it is a warped sense of humor.
Prank calls, Punk'd, and "playing a joke," on someone is considered funny but really it is just people being happy and entertained because they made someone miserable.

yes...it happens...for instance

you go on a job interview someone else gets it...on person is happy another is not.

you are trying to get with a guy and so is someone else..they get him you do not....

Now there are people who get joy out of others pain....that exists in all of us deep down inside...but some people really get off on it...that has to do with the way they view themselves and the world....that is usually a person that is very negative

I think unfortunately it's because some are unable to feel genuine happiness for themselves, so another's misery is somehow "cheering". sad

There are probably jealousy issues already and they like to see that person fail. It makes them feel better about their own life.

Let's see if we can explain via the following idioms:
- One man's gain is another man's loss
- One man's poison is another man's medicine.
