If you mean, a spot on a web page (specifically, an address element), then, two ways that I know of:
(1) onmouseout="somethingelse()...;" > whatever

...or onmouseout="this.src="some.jpg;">whatever
(2) CSS
a { ...style statements... }
a:hover { ...style statements... }
