Hot glue!

The simplest thing to use is 'hot melt' or a hot glue gun.

This is a plug-in mini 'gun' type thingy that heats up and melts glue sticks.

You put a blob of glue where you want to attach the feather, place the feather to it and a couple of seconds later you'll find that the glue has dried hard.

It's a very fast and easy way to glue all kinds of craft items. You don't need to hold everything together or support it all for ages while the glue dries.

You should find them just about anywhere you get your crafting items.

just PVA should do it, dries clear and is non-toxic

although you might find that using wires might give you a better effect as not everything will have to be in the same plane (not all flat against the comb) would make it a bit more interesting but is a bit more tricky

Contact cement.
This is the same stuff they glue down laminate flooring and counter tops with.
