Did they use other birds, perhaps? Maybe eagles? Were such birds ever used against men?

Most definitely. The area is very barren and they used golden eagles to hunt game. I have a book with a photo of a 20 pound golden eagle that was used to hunt wolves in Mongolia. It is in one of the Funk & Wagnall's Wildlife Encyclopedias.
