I know a way but i can't do it, by changing the extension from "rename" but this needs to show the extension in the name of the photo. how can i do that?
if u doesn't understand this, tell me another way or a program that i can download

Get the free Irfanview:

http://www.irfanview.com/

Load images with this and save as .ICO. The images will be displayed as small icons but file sizes will be rather large. You can use Irfanview to resize the images to produce small files. I believe that icons are usually 32 x 32 pixels.

You need to change the graphics file into a specific format to make it an icon. The *best* little program (and I spent *years* trying to find one and I'm glad I finally found it!) is IcoFX. It truly works (and it's free!). Fetch yourself a copy!

if you are wanting to make desktop icons you cannot just change the name and use them.

The file has to be a certain format and size to be used as an icon.

Do a Google search to find out how to convert a GIF or JPG into a .ICO format by entering "GIF to ICO converter".

open the image using paint. I usually just right click the image, select "Open with", then I select Paint. Once the image is opened, do a save as. This will open a dialogue box, where at the bottom you can select the image type to save using the "Save as type" drop down.

There is a free software called IrfanView that is capable of converting other graphic formats into the .ico-Format that you need.
