Ohhhh... dang, now my brain is skipping a note here. I wanna say it's called the Wildlife Preservation Act (or something like that) of 1871. But I know that ain't it, I'll edit it as soon as the rest of my memory kicks in. Anyway, what makes this particular act THE SINGLE most important legislative maneuver to take place since 1865 is that it made provisions to Trademark America, and the people. It paved the way for the eventuality of everyone becoming a serial code designation to an entity that is only acting as our government and it also helped to usurp the powers the people of America had to govern themselves. A very complex legislation that made it possible for each individual American to be represented by a trademark of a serial code designation given to you at birth not by America the country, but rather by the Corporation known as America, that holds the government essentially captive in it's own jurisdiction and with it's own principles. This act officially christened America the Corporate entity and gave it the power to govern and rule in America. That is why a lot of the provisions made by our Constitution for the sole purpose of government by the people are not implemented today. The corporate entity known as America is currently in power and given the capacity and authority to rule the country in the absence of our actual government as an acting governmental power. It has full governmental and the people are now represented in it by the individual Trademark that we are given. For example, your name might be Joe Schmo, but anytime you enter anything into a government computer or need to fill out form you need to enter JOE SCHMO all in caps. Why? Because this is representative of the Trademark that is you in the Corporate entity known as America. Right now the American government is not in power, the acting government is the authority.

The creation of the EPA, OSHA, NLRB all good.
The passage of Nafta,Gatt, and the Patriot Act(s) all bad.

One of the wealthy ruling elite's most poignant victories against progressive, humane forces has been their crushing blow to working people around the globe. Since the advent of the Industrial Revolution and the birth of the prevailing virulent form of Capitalism, the working class has been a festering thorn in the side of their masters, motivating them to devote a great deal of energy to keep them subdued.

Representing a necessary evil, workers in America and abroad are the engine of the Corporatocracy, as both the producers and consumers who power the Capitalist economy. While monstrous men like Henry Kissinger would move to shrink their numbers through starvation (or perhaps carpet bombing) if permitted, they still recognize that these "beasts of burden" are indispensable.

Not surprisingly, political ideologies which seek to empower the poor and working class have been heavily vilified by those who hold a vested interest in keeping wealth and power in the hands of a few. Americans are inculcated with the belief that men like Fidel Castro, Hugo Chavez, Salvador Allende, and Evo Morales are (or were) our enemies. It is anathema, we are taught, to our "free market system" and "democracy" when leaders of other sovereign nations end the persistent grip of an entrenched oligarchy and raise a majority of their people out of abject poverty. With such beliefs, perhaps America's moral deficit exceeds its fiscal one.

Social Security Act - will eventually bankrupt us
Tax Reduction of 1981-2 - dropped tax rates from obscenely high levels to near where the current levels are (there have been a few increases since then)
22nd Amendment - limits Presidents to two terms

Well... one would be the PATRIOT Act. It's a BAD piece of legislation... but significant nonetheless.
