A picture is usually a Jpeg file , when you rename the file just make sure you do not rename the extension (the 3 character part after the filename ex: sample.jpg rename sample only.

You may have Windows set to hide extensions of popular file types. You are supposed to know from the icon or file type name column what the type is. But that is pretty useless, especially with graphics, since many file types point to the same program. Open Windows Explorer (i.e. My Computer) and go to the folder/directory with your files. Menu Tools FolderOptions, tab View, and scroll down list looking for Hide Extensions of Known File types and uncheck it, then OK out. You may have to repeat for other picture folders unless you want to apply this choice to All Folders, in which case click the botton at the top of the view page.

The three letter suffix after the period is the extension if you don't change that part you shouldn't have any problems.

The extension identifies the file type and is what windows uses to know what application to use to open a file.

You can rename them, but leave the dot and the last three letters alone. for example .jpg
