If they're capable of moving up and down in the tank, they don't have a swim bladder problem. Swim bladder disease is when they either float, or can't move up off the bottom.

I would suspect this is more of a water quality issue. Has it been a few days since you've changed their water? You might try a 25% change, especially of the tank has been running for less than 2 months. Right after the initial start-up, ammonia and nitrite build up in the tank, and these are toxic to your fish. You might see "racing" initially, followed by lethargic behavior or gasping for air at the water surface. If you've just done a change, did you add the dechlorinator?

OK, first thing is DON'T PANIC. From what you are saying it it most likely a swim bladder infection but it could be constipation causing a backup pressing against the swim bladder. It sounds odd that both gold fish have started this at the same time so I'm leaning towards the constipation.

That leaves 2 choices. 1 - Don't feed them for 2 days and hope it helps. 2 - give them each two cooked peas minus the outside skin. This seems to help the goldfish pass stool and relieves the problem quicker then not feeding for 2 days.

I would be remiss if I didn't ask what the water quality is? If they are not in good water, then they will be susceptible to more problems. Water quality for goldfish can be hard to maintain. The usual problem seems to be not having a large enough tank for them. Rule of thumb for goldfish is 2 gallons of water for 1 inch of goldfish plus a good filter.
