I would pack first, and set all the boxes to one side. That way everything is out of the way and cleaning will be easier.

I SALUTE YOU FOR CLEANING when you move out!
I've moved probably 30 times over the last 25 years including about 4- 5 times with my packrat hubby. It has always been easier to toss stuff out (if I can pry it out of his hands), then pack, then clean. I do it a room at a time, starting with the rooms we don't really use much and end with the bedroom. This includes cleaning the carpets as I go. Then shut the doors on those rooms or use them as storage for your packed boxes.
Once everything is on the truck, I go back in for a last look and clean up anything we've messed up in the bathrooms and kitchen. Don't forget to move the refrigerator and stove to clean behind them.
Cleaning as you go makes this INCREDIBLY easier, though it's still no picnic. The very last thing I do is clean the livingroom carpet, lock the door and away we go.
BTW, what really burns my buns is if I have spent days cleaning my apartment or rental house and move to a new place only to discover that the previous tenant didn't clean! So now I get to clean up after them too! GRRRRRR!!!!

Absolutely pack first. Just the materials used in packing create a great deal of dust and dirt. Get the packing done, and if at all possible out of the house (garage?). Once that is done, then clean. Packing is also a great time to review those items that you absolutely MUST keep, but haven't looked at in 5 years ;-)

I move every 3 months and find it easier to pack then clean. Just don't pack up your cleaning supplies like I did once. It took me forever to find them. I pack up a room, move the boxes near the front door then clean up.

I'm moving also, I think it is easier to pack first, move your things, then completely clean out the house. But wipe things down as you pack, like nic-nac's and stuff like that...

clean as you go. pack an area the clean it. when you have totally packed and moved everything out just touch up necessary areas.

Pack first - and pack only the stuff you really need or want. This is an opportunity to get rid of some of the clutter.
Unless you use it often, or it has monetary or sentimental value, think about pitching it.

Pack. Clean as you go. Then when you get everything out, clean again so you can get the spots that were covered by furniture.
