China. They don't have environmental laws and with their ever increasing industry, their wreaking havoc in the environment.
China's electrical grid is almost entirely powered by coal. China's known to not to be particular about what kind of coal, high sulphur, low sulphur, it doesn't matter as long as it's cheap. Seeing as how no one wants to use high sulphur, guess which one China gets cheap and burns?

In countrys the worst unfortunately is USA because it didnt implemented any of the green cause laws early enought: besides this there is a international convention where you can buy from other countrys the right to pollute what that country reduced in emissions and SUA is the primary buying country every year giving it the right to pollute more(example of countrys from wich it buys :brazilia, argentina, and others that develop green laws and technologies to earn money this way-the price was about 3 years ago of 2.5 mil dollars for 1 ton of emissions).Yes there are many country that are polluted but like in Mexic only a city is very polluted, the rest is pretty clear(Mexico City), or in China with its Shangay and many other examples but only for cities. So the most polluted country is unfortunatelly the land of all posibillities(SUA).

the worlds most polluting country is china. this is because china produces 90% of all industrial goods consumed world wide. their lack of oil forces them to use coal, a very polluting fossil fuel.
airquality wise china is not that bad. comepared to other worldly places, london and athens for instance tend to be very smoggy, this is not because they pollute much but because the pollution tends to hang there and not be blown away.
the human body actually can tolerate a lot of pollution, your longs will obsorb hazardous chemicals, shut down parts of the lung and let the cells die, using other cells to take over resperation (i saw the result of this at bodies (the display), it was very interesting)
polutionwise the body can survive a lot, we know this by examaning smokers, since they inhale FAR FAR FAR more pollution than anyone in any polluted city would.
pollution does increase the risk of lung cancer slightly.

Of the top of my head, and based on anecdotal information I've received, that would be China.
