Find a nice Norman Rockwell painting... and model your scene on that.
I'd need to know what vehicle you're using for the float: a trailer, a pick-up, a flat-bed truck ? Is the float to be viewed from both sides of the street or only one side ?
If two sides, I would build a triangular-tower (4ft sides and 8ft tall)... put near the front of truck bed)... paint on it the "cross-stitched" Home-Sweet-Home theme... and stage live folks as the other person suggested in some older costumes :-?
A simple material to use are based on "theater-flats"... 1"x3" used to make 4'x8' frames covered with muslin fabric and then "sized" with diluted Elmers white-glue. These can be painted over and over and over... my old high-school still has some of MY flats from 1980 still in use.
Then of course, there is the old-fashioned "chicken-wire & tissue-paper" skirt to hide the wheels / frame of the vehicle.

Hi I personally think it has all been done before. But since it will be both men and women and even though she is having a girl you can use the color theme of green, or/and yellow sort of pale, for games maybe you could do a Gerber baby food contest, Who Can Eat the Most Baby Food in the Shortest Time?, who can drink the fastest out of a bottle, who changes the babydoll fastest?, if there are not going to be alot of people give every couple or person a babydoll and have them act as if it were a real baby at the end of each game make sure to give someone their own special prize. A family; Dad playing checkers with a child; Mom in a rocking chair knitting or reading her Bible, a couple other kids playing board games. You can make a fake fire place by coloring bricks or rocks on cardboard, etc.
