If I may make a few predictions.
Phillip got up and crawled onto the raft that his men used to take Josh off the beach. Remember he was just about to get on it with Josh when Josh gut shot him. He was doing this when Jack was going back up the stairs to the chopper. He got on and motored out to the rendevous point with the communist Chinese Navy submarine. Next season Jack will have to come out of obscurity to find where his father has taken Josh to this time.
He will also have to intercept his father before he can give the restored Russian nuclear trigger to the communist Chinese government. It may not start off just that way but will get there with a little time. De`ja vu all over again.

Jack had the chance to finish him off but didn't. I don't think he could bring himself to do it prefering instead to use the fact that Phillip Bauer told Jack that he'd kill the both of them if he tried to drag him to the chopper as justification for letting the F-18's 'do the job' for him. Except I don't think they did. As has been said, the boat was right next to him and Bauer Sr had the circuit board - even with a gunshot wound the sub was about to rendezvous within minutes...I reckon he got out alive - just - and would go on to use the circuit board as a bargaining tool with the Chinese. Next series? Has to involve his nephew and daughter surely, Audrey will come back into the picture too. Question is, will Jack be working for the Russian's this time? Will it centre around the space-race? With Jack have to board a Russian space station to fight terrorists plotting to launch an attack from the cosmos? Seems space is the final frontier for this programme - they've done everything else! ;-)

It would be typical 24 drama to have him still alive, despite being older and with a gsw to the chest and an exploding oil rig, but imo Phillip Bauer sleeps w/ the fishes.

Chances are he's dead. I doubt he could've escaped. Let's look at the facts: he's a crusty old man, he was in the middle of the ocean, he had a gunshot wound to the chest. He's dead.

Nah, I'm pretty sure he's dead. After his grandson (who I believe is Jack's son and not Graeme's) shot him, he wasn't swimming out of the way before the F-18's took out the oil rig.
