Use K9 Web Protection. It's a free web filter for families that's really user friendly. I've installed it on numerous computers with no complaints. It will automatically block inappropriate sites and you can manually add more sites. If someone attempts to access those sites, you can use a password to bypass the filter.

First off, technical methods of blocking websites will nearly always fail in the log run as theres always some site that you oversaw and teenagers tend to be quite competant on computers. You might have more success by talking to them about what is and isn't acceptable to surf to.

Anyway....
Allowing access to only favourites is very annoying as theres bound to be a site that isn't a favourite and many larger sites have resources on many domains.

The easiest way is to make a separate XP user account for them (Limited account only or they can undo all your hard work). Password protect your Admin account.

Then Install one of these free pieces of software:

Also, some routers admin panels let you block keywords or domain names at router level. You might want to try this

You've had a couple of good answers, but remember that anyone who uses the administrators account can open the software and change the settings. So you also need to set up a seperate user account and make it a limited account.
Password protect your administrators account and keep it private. You can do all that from Start - control panel - user accounts.
Its not foolproof, unfortunately many kids learn about hacking at school. So you also need to talk to your kids to explain why some sites and behaviours are unsafe.

You may want to invest in an internet filter. This will allow certain privileges to each user you can modify the settings and chose which categories you would like restricted. Also, you can other peoples net surfing activity from your office computer. If they are attempting to leave you restriction zone. You can easily terminate access of the internet from your office or anywhere. Here is a link.

In Internet explorer go to tools. Internet options. Then the content tag and you can put a password in there and block sites that contain porn - bad language and stuff.

You may want to invest in some form of two way communication and system of trust with the teenagers.

Teach them how to make their own judgements instead of technologically forcing your own upon them.
