The paint on my car is very dull,with age.I can't afford any commercial car wax,or a new paint coat for that matter. I DO have a couple of large blocks of paraffin wax.Is there any way i could use it to get some shine back in the car's paint?

A good wax cost about $7 and great wax cost about $18. I'm sure you could spare $7 to buy carwax from Target or Walmart or where ever. And it'll last you a while, about 10 times.

Or you could rub motor oil into the paint. Paraffin wax is a petroleum product that might make it hard to repaint this car.
