If you are going on a visit visa to UAE, I believe the traffic department will issue a temporary driving license for you.
If you are going on a residence or work visa then you have to apply for a D/L.

I don't think that the place of origin of your international permit should be an issue; there are plenty of Pakistanis who drive around in the UAE so I would assume the permit is valid. But the question is, are you renting a car, buying a car, or just using someone else's car?
I know that in the UAE, all you need to rent a car is an international driving permit, your passport, and you have to be a certain age (25? or older).
As far as actually buying a car, I don't know the ins and outs of that, but an international driving permit should be just fine as far as licensing goes.
If you just want to use a friend's car, make sure you have your permit with you, and make sure you are covered by insurance. Other than that, you should be just fine!

It depends on Traffic Authorities in UAE that they allow you to drive for a certain period. It will work if you are on visit visa. You can rent a car and drive in UAE with international driving license BUT if you are coming to work in UAE, you will have to pass driving + computer test OR take 10 days classes of driving + computer and then appear in test and pass it anyways. So the answer is: Yes it will work if you are on visit visa. NO it will not work if you are coming to UAE for work or residance.

It depends on what visa you are holding. If you are on a visit visa, you'll be able to use your Pakistani Intl License using a rental car. If you are on a residence visa, you'll have to apply for a UAE driver's license.
