Are you saying that you opened an attached file and it opened in your Windows Picture viewer...and that you then clicked next picture and an image from a website was shown?
This can happen. No big deal. Clear your search history and temporary page history, then view the file again, then click next picture. There should be nothing there.

If this is NOT what you did then this will of course make no sense whatsoever...

If you know "how" to do it, you can do nearly anything you want!
I guess that you have a "keylogger", a trojan or a "data-miner" on your machine.
A data-miner is a small program that worms through your computer and send, through the internet when you are connected, selected files to a given "secret" address.
That is how fraudsters steal your address book, your bank details and so on.
If the council has your history, somewhere, there is a data-logger or data-miner installed on your machine.
This is a CRIME and you could sue them.
A bit of advice:
- do NOT use "my documents" and so on: set-up your own filing system.
- do NOT use the "default" name for files (such as the old ".pwd" for passwords): set-up your own name.
- Set your history to 0 days. Don't keep them. Clean regularly.
- Instead of your favorites, use a small notepad file where you put your favorite website addresses, then just cut and paste. (your favorites are in a well known folder, with a well known name!)
Frightening is it not?
Well, "echelon" and "canibal" are set up by governments to read every email on the web...

If you are using a computer that is within a business or school, they not only can (and do) track every place you have been on the web, but they HAVE to do that. Companies can be held responsible for the misuse of their computer equipment by employees or students. So they have to track and control your usage to protect themselves from law suites or even criminal charges.

I work in the IT field, and routinely set up companies to monitor their employees Internet usage. It is usually done using firewall logs that record everyone and everything. But can also be set up to monitor a specific person if undesirable usage is spotted. Your employer also has the right to open and read an e-mail you send or receive from a company (or school) PC, uncluding any you send using your non-work e-mail account.

So if you are at work or school, you need to be careful about your Internet usage. It is being monitored.

(Uless like me, you are the person who does the monitoring...then you can get away with it)

This can certainly be done. It could be spy ware or a program installed on your PC if it is a work computer. If this is a home PC get a good anti spyware program if it is a work PC then delete your history as frequent as possible.

They can track every page on their site you visited... because it's their server. But they shouldn't be able to check every site you visited outside their server unless you work for them.

If they have it means someone from the council has hacked into your PC... which is very illegal and very stupid to send you the evidence.

I'm not sure, but thats big brother gone bad; unless you're at work and they caught you.

I might visit my council website; but make sure I visit a few porn sites first.

you should run www.spybot.com. You obviously have spyware on your computer - this is a free site and program to remove it.
