It says the item is in use that's why the operation cannot be completed. I can't empty the trash. It only has a couple of pictures.

Open Terminal (in Applications > Utilities). Type "sudo rm -r .trash" and press Return. Now you see "password:". Carefully type your password even though you won't see what you type. Press return. File > Quit. Trash is empty.

If the program is off, you can logout login and empty Trash. Turn off, not restart, your Mac boot up and empty Trash.

The application you used to view images is still running.

Open any JPG then use Command Q to quit the viewer.

Then, empty the trash.
