Properly adjusted fog lights should not cause a problem. They should be set lower than the low beam headlights, and will never cause an oncoming driver a problem. In certain driving conditions, not just fog, they make it easier to see the road close to your car. They will also make your car more visible at dawn and dusk, which is important on some two lane roads!

Driving lights, on the other hand, are for dark roads and highways, and actually extend past the range of the high beam headlights. These lights are the ones that blind oncoming drivers.

Edit:

Note that I said properly adjusted fog lights. Bumps in the road will change the angle of all lights, but fog lights are designed for a wide disbursement angle of light, low to the ground. If a bump puts the lights up a bit, the low beams will be more of an issue than fog lights will ever be.

And as to the real world comment, I drive 1000+ miles a week in all kinds of conditions. I am a certified emergency vehicle driver. I think that I know about the "real world:" conditions.

The problem is not fog lights. Many people confuse driving lights with fog lights. If the question was about driving lights, my answer would be different!!!

If you're talking about the front foglights or spotlights, these are often used in conjunction with sidelights by (often) young male drivers who think it's a good look.

If it's the rear foglights, you'll find that the people who leave them on also have their rear wipers going in dry weather, and a tendency to veer over lanes, make unexpected turns and stop dead for no apparent reason. This is because such drivers often have no idea of how the foglights turn on in the first place, and are so inattentive/ignorant/stupid and generally afraid of their cars and the road that they don't realise anything is wrong because they're just waiting for a disaster to happen in front of them, not noticing all the disasters they cause behind!

If they are fog lights there is no problem that I know of legally when properly installed. They are designed for a more defused distribution of light then even low beam lights.
Parking lights only can be a legal problem some places, but as stated else where some use this for daylight warning lights.
Driving lights and high beams can cause difficulty seeing for those ahead of you, or meeting you. These are a totally different question.

it is usually on cars with silly stickers and loud exhausts because they think will make them look "cool" however they could be done for driving without due care and attention as it is an offence to use fog light when the visibility is fine. as a rule of thumb i use my fog lights only when foggy and i cant see the lights of the car behind me. i always think if i can see them they can see me. day running lights, usually the side lights, are a different i.e low wattage bulb and do not dazzle other drivers at night

They just use them as extra powerful headlights, headlights that don't dip for oncoming cars.

In short; because they're ignorant of the problems they're causing.

Fire4511: May we introduce you to the real world where roads have bumps for cars to crest as they drive. You always know when the car behind you has the front fogs on because you get the full blast of it in the mirrors every couple of seconds. You are forced to either drive blind or slow to a crawl, this is why fogs are illegal in decent visability.

Some cars are equipped with day time running lights, so the lights are on all the time. Others may want to turn on lights or fog lights so they can be seen better.

I don't know, lol. But my car's fog lights turn off automatically when I turn off the car, and I have to return them on the next time.

The biggest cause is that manufacturers don't make the switches clear to let the driver know they have the lights on.

I don't know but its bl**dy anoying and dangerous.
I get tired having to rub my eyes after being blinded by someone who thinks its 'cool' when all eveybody elce is thinking is "what a t*t"

Maybe some does not know it is against the law,some are just egoistic and some may not even know they had switch on.
