He's been since 9/11. He forgot there were other domestic and international issues to be attended to by the president of USA.

The only thing wrong with your question is everyone disrespects congress also. They are all politicians. How can you respect them? I'm extremely glad the political landscape is evenly divided because that way nothing can get accomplished. Whenever they accomplish anything they take freedom and $'s out of your and my pocket to buy votes somewhere else.

Irrelevant? Irrelevant to what? Irrelevant to the government He's still president, and as long as you are president, you are still relevant to its workings.
As for abuse of the veto power, there is no such thing. A president doesn't have a limit because it is his job to serve as a check on Congress to keep them from doing that which he believes will not help the country. An imposed limit would limit his ability to do that, and any made up limit constructed by dissenting people who believe that he uses it to often only say that because they are not getting everything they want. Newsflash: you don't get everything you want in government.
As for his disrespect for Congress, I'm not quite sure what you mean. As president, it within his rights and power to speak out against Congress. In fact, that ability is one of his unofficial check on the powers of the legislative branch. As for the law, as stated before, what are you talking about?
So in conclusion, Bush is doing his job. He was elected into office fair and square, and he has every right in the world to continue as president until he is impeached, his term runs out, or he steps down.

The President must not abuse his veto power so that Congress as the representatives elected by the people will be able to make laws that are needed for the good of the country.

I think Bush is very relevant. 1000 troops just shipped out of MD to Iraq, and he is vetoing any bill that might bring this conflict to an end for the US. The man is an idiot but he is very relevant to thousands of troops and their families, to anyone who supports our troops, and to anyone who feels the US should not be trying to police the world.
