The president is the foreign policy leader for the United States with an important political, military, and economic role in the international arena. If there is conflict between the president and Congress, can Congress hold back the president in foreign policy making?

Man,the State Department has set the Policies to follow long time ago.The Presidents are just the tools.They may do them or not,but no personal innovations,they just read what they are given.Remember Clinton,"don't tell,don't ask".Well,he was asked,and boy_he talked.
The Congress is where they let semiPublic voices be heard in dislike or not,but that is all.A steam valve.

Congress has a lot of power under the Constitution for foreign policy including funding, resolutions and oversight, as well as the responsibility to declare war.
