Students spend most of their productive time in school. School is a society in which teachers and students participate. Every member of society should be involved in setting rules and regulations for their society. However, these cannot defy Federal, State, and local laws. Since most secondary students are minors, some rules must be overruled by adult administration and parents. For example, if certain types of dress are seen to be distracting, student regulations should be vetoed. Think of it -- the President of the U.S. can veto bills voted on by the Congress. That's life, live with it.

Students who are involved in helping set up some regulations do tend to feel more ownership in the results. The surprising thing that we found when working with students in helping set up disciplinary measures regarding regulations was that they are often tougher than teachers or some parents. If they serve as an advisory council for some "boards of inquiry" they also tended to be less forgiving than the adults.
