I honestly would try to find the owner. It could be all the money the person has in the world, drawn out of the bank for some kind of an emergency I couldn't enjoy it.

I would count the money and then try to find the owner direct. This being as there are too many dis-honest people and EVEN the cops might have a dis-honest one and the person may NOT get back all of her money.

Hand it in to the police. 100% honest. You cannot enjoy spending what you didn't earn. It would be in my mind the feelings I would have if I'd lost my wallet and the fact that I could make someones day really happy and restore their faith in human nature by handing it in.
