Dubai is great for a western style of life - tourist attractions etc and health and safety. A nightmare in terms of traffic,congestion.
Bahrain is fantastic for experiencing the arab life ,much more laid back and more natural greenery.
Cheaper cost of living in Bahrain.

I can tell you without any hesitation that Dubai is better except for the traffic. If you prefer a slower pace and less stressful lifestyle, then Bahrain is for you.
