A witch's tit (or witch's teat, to use the older spelling) supposedly left a marking
that witch hunters and courts would look for on the body of an accused person. Supposedly, witches would suckle their
familiars, and sometimes the Devil himself, from this "unholy" body part. To find these marks, as well as insensitive spots on the
skin called devil's marks--caused by the Devil's claws or teeth--the suspects were stripped, shaven, then closely examined for
any blemishes, moles, or even scars that could be labeled as diabolical. To find marks invisible to the eye, the examiner would
poke the victim inch by inch with a blunt needle (called a bodkin) until they found a spot that didn't feel pain or bled. Discovery
of these marks or spots--one supposes they would be considered cold since they were a sign of communion with the
Devil--would be "proof" of the person's dealings with Scratch, so they would be shown in full court before the execution.
Or
When the temperature falls low enough to freeze mercury in the bulb or tit of a weather witch or what is commonly known as a mercury thermomoter it is said
to be as cold as a witches tit.

In the age of sail, on the cannon deck of a warship, next to each cannon, cannonballs were piled up at the ready, in a pyramid, which the sailors called a witches tit. It was built on a brass plate with holes cut in to hold the cannonballs from rolling off as the ship listed, rolled and pitched. The sailors called the plate a brass bra. Because brass expands and contracts with temperature at a greater rate than iron, rare extreme cold on the cannon deck would cause the brass plate to shrink to the point that the cannonballs would be released from the pyramid and roll over the deck. “Colder than a witche’s tit in a brass bra” is a saying that evolved from that phenomenon.
By the way, the ship’s motion under way is the origin for the term “rock and roll”, but that is another story.

I always figured it was because, (if we're talking about witches with big old noses and warts and all that jazz) well, the witch isn't getting any action. So she's "cold" in that sense, get it?

It's a known fact that witches don't wear any underwear. You can see their nips when it's cold out. And the lack of panties gives them better grip on their brooms.

One of the signs of a witch was believed to be a small growth, nipple shaped. It was believed that this deformity was used to feed the witch's familiar and was ice cold.
