The process is very easy and once you know it,I am sure,you wouldnot suck at it.
First of all form a fraction with the partvalue as numerator and the whole value or initial number as denominator.Then multiply the fraction by 100.Do neccessary reducing if required and you get your answer
What percent of 467 is 212
Here 212 is part value.So it will be the numerator
(212/467)*100=(212*100)/467
=45.4%
Take another example
What percent of 12 is 3?
(3/12)*100%
=75% [after reducing]
The final example
What percent is 15 of 25?
the answer is 15*100/25=60%

I always remembered a little saying. "Is over Of equals Percent over 100"
it looks like this: is/of = %/100.
So: what percent of 467 is 212?
is=212
of=467
%=(what we are trying to find, or x)
100=100
212/467 = x/100
now cross multiply
467x=212(100)
467x=21200
x=45.3 %
remember "is over of equals percent over 100" works every time

If you want to know wat percentage of a is the number b, just divide them and multiply by 100
(b/a)*100
so in this case, you have 212/467 * 100
= 0.454 * 100
= 45.4 %
so 212 is 45.4% of 467
