Very good question,, we stare because one of the following reasons:
1- we like
2- we think that we know
3- something not normal
4- we hate for some reason
5- trying to catch the style to do it the other day
6- might be famous.

I don't really stare, but I watch, I am a people watcher. They can be so interesting and some times funny when they don't know they are being watched, That is why the shows like candid camera a are so funny

The only time I stare at people is if they really stand out from the crowd or something.

For me, I usually only stare if the person has intriguing features, or if I'm trying to figure out where I know him from
