Flirting is a fine art to make the other person at ease and to bring him/her to your level of comfort zone. There is nothing wrong in it.
But you seem to have other things on your mind. If I have understood your mind, you intend to tease her. Being a married man you shall know how would you feel if some one teases your wife or sister under the cover of same relationship. The idea is bad in taste.

The thought should not even be crossing your mind!! Not only are you contemplating "flirting" with someone other than your wife but it's her sister!! Horrible. You really should be ashamed.

What you have described is nothing but "sexual harassment", if she doesn't like this. This is not "FLIRTING".
This behaviour is highly dangerous and will definitely create many problems for you, even if one assumes that the sis-in-law is ok with it.
Please desist from such activities for your sake and devote more time to your wife. Her happiness should be more vital and important to you.
