one more thing no one has mentioned. If the player is not traded, they will eventually sign the tender offer (usually for the last 6 weeks of the season) therefore they still get creditied for tenure towards becoming an UFA.
If they hold out the entire season and do not sign the tender, then the team still owns their rights the next season, and they are still a RFA

First and most importantly...
A player doesn't have to request a trade...
And yes, a player can refuse to sign.
What happens? The contract is not qualified until signed.
No contract - no tag - no consideration.
Either the player will be traded - last consideration to any team that would want to sign a difficult player ORRrrr, the player will have to work out his free agency.
Usually - the ugly details are standardized and a player knows well in advance what to expect...especially with regard to the financial aspects.
Signing is more formality than anything else.
Not signing at that point reflects very badly on the pro prospect and...I can't say that any other team would allow that player any negotiation room after that.

If a player gets tagged with the franchise tag, and do not get traded, or paid, they could sit out. Deion Branch was not happy with his contract last year and sat out until getting traded. However, the club can fine a player not practicing and playing. Its a no win situation, if no agreement is met.

Jesse is right...just look at the situation in Chicago with Lance Briggs. Because the player is technically still under contract, the team can keep him and not honor the trade. Most of the time the player will sit out or "hold out" for more money, or a trade. Bad news for all parties.
Thank agents for this one.

Yes they can, and the only recourse that they have is to request a trade. After the trade is requested, it is common sense to respond to that player's wishes to the best of that owner's ability because the last thing a team needs is an unhappy player taking up space.

If they aren't happy, they often hold out...(refuse to play)...
