If the computer will not boot at all it is most likely the power supply, If there was a mother board problem it would most likely still boot just not load windows.

Do the monitor come on? most likely it's the power supply the board may not be getting the power it needs to fully post. You can remove all the componants from the board and then try and see if you get any beeps from the board. If you do it not the board! I get these problems in my shop almost every day, and it is normally the PSU. Boards rarely go bad, but PSU's go bad often. Been in the custom built computer and repair business for 16 years as of today.

Given all the things that happened, I have a hunch that when the power went out, your computer was hit with a surge. I'd give some consideration to replacing the power supply first (easy to do). If that doesn't help, then it's time to get it to a tech.
The one other thing that you need to consider is that your computer *is* four years old. The money that it might take to fix it might be better spent on a new one; that's up to you and your pocketbook, of course.

I guest you need to double confirm whether your monitor power is on or not (if on, whether it is turn red/orange color).
Does it came out some beep sound? Usually, if it is the blackout situation, more offer, the power supply will be bursted due to unstable current flow. Some of the components inside may be damaged.
Before buying new power supply, you also need to change your power cord to see whether the power cord is working fine or not?

un plug the power cable from the computer, leave for five minutes, plug in the gable and boot up see what happens. if this does not work,
unplug the power cable, take out the mother board battery the little round silver battery, be careful how you remove it. then replace it again, doing this will reset the bios to the safe settings
plug in the power cable again reboot the computer
see what happens,

Do you see anything on your Monitor screen ?
Do you hear any audio beep ? one two or three beeps.
Does the keyboard lights come up ? and go ?
Do you hear any running sound ( Harddisk ).
Does the light come up on CDROM drive ?
Probably Hard disk crash.
1. You must access BIOS by Pressing DEL, (if you can see anything on the screen) Select Auto Detect Hard disks.
2. Disconnect the Monitor data Cable and see whether you get a white screen ( to eliminate Monitor from failure list )
Very few companies do chip level repair on motherboard.
Worst case scenario you may have to buy a new CPU./harddisk/videocard/powerpack..

turn off the power at the PSU. let it sit for a minbute or two, then try to turn it on again. sometimes removing all teh power from the systtem restest it.
generally yes, if the LED on the mobo is on, the it should be workinig correctly. you could try to listen for beeps during boot-up, they can be a code for a problem, or you could just e-mail the caompany. they wuld be most famila with your PC.

it is not like that. it is only show the power is reaching to the mother board.
for checking mother board is ok you have to remove RAM form the motherboard and swith on yr pc. at the time u heard bips sound then yr mother board is ok otherwise something wrong with your mother board
