It's in an old house with a felt carpet pad

After you lift the pad off that you can, use a long handled scraper to lift what you can. At your local hardware, building supplier or floor store they have solvents that will break down the felt's elements for easier cleaning.
Some elbow grease involved, but not nothing to drastic to handle.

Are you going to replace the pad with new pad or tile ?
If new carpet and pad is planned then, if in good shape leave it and put a thin foam pad over it .
If in bad unrepairable shape then get out the long handle scrapers and go to work until most is off then maybe work some mineral spirits ( you may have to experiment to find what works best for the glue that was used) in (small areas at a time with ALL pilots and flames out) and scrape and scrub some more.

I,m attempting to do away with previous carpet glue from a concrete floor on the 2d.I,ve tried a mix of issues.what's working perfect is grade 60 sand paper on an orbital sander and scraping with an previous timber chisel.Its a terrible dusty activity doing approximately 1sqm an hour. Don,t use paint remover, it doesn,t help and merely makes a multitude.

Use a razor scraper with a four inch blade and scrape under it.The long handled scrapers don't do a very good job and are harder on the back it's best to use the short handle scraper and work on your knees wearing pads of course.If you are prepping the floor for tile make sure to remove any paint and drywall residue as well to allow for a good bond.

I tried with mineral spirits - didn't work. Then I used epoxy thinners. This worked - made a horrid gloopy babypoo pulp which I had to scrape scrape scrape off with an old putty knife/scraper. Use plenty of ventilation for fire safety and your health.

vaccum it then go over it; may want to add some carpet cleaner powder to make it smell nice
