But not a cat? It would solve the feral proliferation problem. Or is it taboo to admit that cats do serve to keep mice and avian flu carriers from overproliferating?

Cats serve a useful purpose and most likely will not come right up to a child/person, and bite them.

I'm sure the dog-law was established in response to an overproliferation of feral dogs.

I wouldn't be suprised to see a new law to control cats in the near future.

Spell dog backward and it gives you the word GOD, cat are suppose to be spiritual and they rocked with the Egyptians. I know there is a better explanation .

whatever the reason, its a good idea.
not too sure whats the law on having every dog microchipped though. if a microchip its the law then a fine is essential.
