The acting industry varies by city. If you include the name of the city where you live, perhaps there are actors on "Answers" that can give you additional information.

The cost of headshots vary by city. In New York headshots can cost $80.00 or as much as $1,000.00 or more.
It depends on the photographer.

As for getting an agent, you have to know what the procedure is in your city.

The way we do it in NYC is not the way it will be done where you live.

Classes will be helpful because you will be meeting actors that already know the "right" and/"wrong" way to start acting career where you live. Ask your acting teacher to recommend a headshot photographer.

Develop a network of actors friends, they will be invaluable to you as you pursue acting. They will know the procedures that are to be followed in your city, if you want to perform.

It depends on the city you want to get work in, and also depends on what kind of acting you want to do-- straight theatre versus musicals versus movies versus TV, etc.

I suggest that you find the agent before blowing too much money on your headshots. Some agents will make you retake your headshots with a specific photographer before they'll work with you, which can run into the hundreds or even thousands of dollars all combined.

For decent quality headshots without spending a bundle, while you're trying to get started, try going to a local university or junior college's art department. Most photography students will do AMAZING work for next to nothing.
