Lawyers are licensed by the state in which they practice. They may also have reciprocal agreements with other states.

The only sense I can make out of that kind of dependEnce is that lawyers get licensed in certain states after they pass the bar examinations there, so a California lawyer cannot just cross the border into Oregon and practice there unless an Oregon court makes a special disposition allowing him to do so.
