I know he promised to end russia's participation in WWI (they had lost a lot of lives and people were tiring of the fighting) and he promised economic reform. Most people living in Russia during this time period were very poor peasants who did not even own the land they worked. Stalin promised to reform this system and allow the peasants ownership of their land and a real stake in the economy. He also promised to bring Russia into the twentieth century with more industrialization (trains, factories, ect)
