I think it's possible, but the main thing would be to get a visa that allows you to work there, which will be the hard thing considering you only have high school. I would call the Dutch embassy and find out how to get a visa (http://www.netherlands-embassy.org/visainquiry.asp), and ask them what kind of people will get work visa (e.g. do you need a degree, specific occupations with worker shortages). Maybe you are lucky and already are in one of those occupations, but more likely you will need to get a degree or work to get there.
As for moving, if you go in winter the plane ticket should cost less than $500, in summer it's more like $1000 or more. I assume you will only take with you what you can bring on the plane, otherwise it's going to cost you a lot more than $1500 (I moved a small town house full of stuff from the US to the Netherlands last year for about $10,000 to give you an idea).
The main thing is to have a job there, then you should be able to pay for the things you need (from my experience the cost of living is about the same there as in the US and can be less because you don't really need a car there).
Before you go do a lot of research on places to stay and secure a job before you go. It may be better to go there for a couple of months (without a work visa) just to find out if you really want to live there. You could do a house swap with someone in Amsterdam for a couple of months, so you wouldn't have to pay for a hotel. But that leaves you with only about $1000 to live on (after the plane ticket, assuming you go in winter), which wouldn't cover much more than food (and no restaurants).

Maybe you should visit first. Amsterdam is a wonderful city, full of fun and culture. However it's very expensive and different in Europe. After a while you might think different, many American do just that when choosing a place like Holland. You don't even speak Dutch do you, it's one of the hardest languages to learn. If you really want too, you need to contact the Dutch embassy to find out the requirement for a work visa and how long you can stay. I would think you would need close to $10,000 before heading over. It might easily cost you that much getting over there, set up with a place to live and expenses before getting your first paycheck.
As pointed out you barely have enough for a plane ticket. On top of that it's not easy to get a good job abroad without a college education.

I will cost you half that to get there and half that for the first month's rent, IF you could find a place to live that is... Then you'll have to find a job which is hard enough for Dutch people with a college education, let alone for someone with a High School education who doesn't speak the language (with all due respect)... And then you have to eat, get insurance, transportation, phone bills, etc, etc... In other words, not a very realistic idea, sorry...

Good luck honey! It's very expensive to live abroad. Do you know how much it costs?!!! The money Europe uses is called the Euro. For 1 euro it would cost you almost 1.50 us.
1500 will barely get you a ticket and a few other things!
