You can't. Tax returns are not public information unless the taxpayer releases the tax return to the public domain.

The IRS treats all returns as confidential and the only way you'll discover if someone didn't file a return is if they are prosecuted for not filing. Few people are prosecuted for that, most get with the program when the IRS comes knocking.
