Or how far off the coast until it's considered no countries water? I heard 200 miles, but I'm not sure.

No man's land is normally a disputed area between two opposing forces. It has other meanings and locations but it always includes, "land".

Maybe you mean, no man's water, or "International Waters", as it's referred to. Normally it's 200 miles but there are lots of factors involved. Use Google to find the country you're interested in.
