I would suggest you go the pet store and look into a proper filtration system for your tank. It sounds like you do need a filter, especially if it's a big tank with a lot of fish. In the meantime try to change the water daily and keep the tank clean.

You absolutely need a filter to get rid of the impurities in the water, Even the outside ponds that have some size and water flow need filters. There is no other way around it.

a bubble maker is only for air, you need a filter to keep the water clean and clear.

If there's no filter then you're getting bacteria blooms. A filter will make the water less stagnant and pull up decaying food, and fish waste, removing particles into the sponge.

i think your problem is a filter...... what size of tank and what kind of water are you putting in this , you will prolly need bottled water. and if there is fish in it you are prolly feeding them way way to much. try changing fish food and using spring water in the big jugs at your grocery store. if you have to use your tap water let it sit out for a day or so in a jug and add dechlorinators to it and stuff.

cloudy is caused by bacteria -- you are doing something to make the bacteria very happy. changing the water often just keeps the situation bad. the cloudy water bacteria love fresh water.

Keep it out of direct sunlight which will make the water cloudy.
you may need to get an undergravel filter
